Description:
In Manage Disbursement, the Filter by Client section displays “No client found” when no broker is selected, which is misleading.
Steps to Reproduce:
Navigate to Manage Disbursement
Do not select any broker in Filter by Broker
Observe the Filter by Client field
Expected Result:
The Filter by Client field should be disabled or prompt the user to select a broker first.
Actual Result:
The filter should display and can show no client in dropdown list.
