Description
After renewing another plan and if the previous plan has 100 users and current has 3 it deactivates the users that are already added and activated in the portal

The downgrade logic now selects users based on the oldest User IDs (ORDER BY Id ASC). The first N users (where N is the allowed user limit) remain active, and all remaining users are deactivated. This guarantees consistent user selection across multiple plan upgrades and downgrades
- Status changed from Ready to QA to Closed
