Pay & Print Buttons Disabled After Applying Discount on window side

Description
After applying a discount, the Pay, Pay & Print, and Print buttons are getting disabled.
Even after removing the item/clearing the cart, the buttons remain disabled and checkout is blocked.
Expected:
Buttons should re-enable automatically once cart becomes valid again.

Enhancement Suggestion:
When the "Apply Discount" checkbox is disabled, users may encounter an error because flat discounts require this option to be unchecked. A tooltip or hover message should be displayed on the checkbox to guide users.
Suggested Tooltip:
"Uncheck this option when using flat discounts."
This will help users understand the requirement and prevent unnecessary errors.
