Description
Implement functionality that allows Admin to manually assign/purchase a Service Pack for an existing user without requiring the user to buy it themselves through the application.
This feature will support scenarios where payment is collected offline (cash, manual transfer, etc.) and Admin needs to activate the service pack directly for the user.
