Description:
For the HR role, leader comments are enabled only in the first tab, while leader comment fields in the remaining tabs are disabled.
Steps to Reproduce:
Log in to the application with an HR role.
Navigate to the employee PDP or review section.
Open the leader comment view.
Switch between different tabs and attempt to add comments.
Expected Result:
The HR role should be able to add leader comments across all applicable tabs.
Actual Result:
Leader comments are allowed only in the first tab, and comment fields in other tabs remain disabled for the HR role.
