Description:
When an empty PDP is submitted, the Employee Comment field is disabled on all tabs except the Wellness tab.

Steps to Reproduce:

Log in to the application as an HR .

Submit a PDP without entering any details.

Open the submitted PDP.

Attempt to add comments on different tabs.

Expected Result:
The employee should be able to add comments on all relevant tabs, even if the PDP was submitted empty (or the behavior should be consistent across all tabs as per requirements).

Actual Result:
The employee can add comments only on the Wellness tab, while comment fields on other tabs remain disabled.

If data is empty mean if Job description is not added then leader and employee comment field on Comment Screen will be disabled. Verify from your end.
