Reject button gets disabled but PDP can still be approved after rejection

Description:
After rejecting a PDP, the user is still able to approve it again, while the Reject button becomes disabled.

Steps to Reproduce:

Log in with a reviewer/approver role.

Open a PDP and click on Reject.

Reopen the same PDP.

Observe the action buttons and attempt to approve the PDP.

Expected Result:
Once a PDP is rejected, it should not be possible to approve it again unless the PDP is resubmitted, and the action buttons should follow the correct workflow.

Actual Result:
The PDP can be approved again after rejection, while the Reject button is disabled.
