Save button visible for HR on Comment PDP and throws error on click

Description:
For the HR role, the Save button is visible on the Comment PDP screen, and clicking on it results in an error.
Steps to Reproduce:
Log in to the application with an HR role.
Navigate to Review PDP and open Comment PDP.
Observe the Save button and click on it.
Expected Result:
The Save button should either be hidden for the HR role or function correctly without showing an error.
Actual Result:
The Save button is visible for the HR role, and clicking on it displays an error.

Title: Comment text boxes overflow into the scroller in Employee PDP > Comment
Description:
In Employee PDP > Comment, the comment text boxes are improperly aligned and appear inside the scroll area, causing UI overlap and poor readability.
Steps to Reproduce:
Log in to the application as an Employee.
Navigate to My PDP > Comment PDP.
Scroll through the comment sections (Performance, Technical, Behavioral, etc.).
Observe the alignment of the comment text boxes.
Expected Result:
The comment text boxes should be properly aligned within the page layout and remain fully visible without overlapping or appearing inside the scrollbar area.
Actual Result:
The comment text boxes extend into or overlap with the scrollbar area, making the UI look misaligned and difficult to use.
