Description:
When there is only a single user available in the Filter by User dropdown, the dropdown UI border is not clearly visible.
Steps to Reproduce:
Log in to the application.
Navigate to the Review PDPs page.
Ensure only one user is available in the Filter by User dropdown.
Click on the Filter by User field.
Expected Result:
The dropdown should display proper UI styling, including a clearly visible border, even when only one record is available.
Actual Result:
The dropdown border is not properly visible when there is only a single record in the filter.
