Description:
When a broker is selected in Manage Disbursement and the Disbursement Status is set to All, the system displays clients that are not related to the selected broker.

Steps to Reproduce:

Navigate to Manage Disbursement

Select a specific broker

Set Disbursement Status to All

Observe the client list

Expected Result:
Only clients associated with the selected broker should be displayed.

Actual Result:
Clients unrelated to the selected broker are also shown.
