Description:
Admin users receive an Access Denied error when clicking on Capture Payment.

Steps to Reproduce:

Navigate to the relevant loan/payment screen

Click on Capture Payment

Expected Result:
Admin should be allowed to access and capture payment.

Actual Result:
System shows Access Denied error.
