The three-line (hamburger) menu allows navigation without selecting or purchasing a Service Pack.

Steps to Reproduce:

Log in to the application.

Navigate to the Dashboard without selecting any Service Pack.

Click on the three-line (hamburger) menu or access it via Profile.

Expected Result:
Navigation options should be restricted and should not be accessible without selecting or purchasing a Service Pack.

Actual Result:
Menu options are displayed and navigation works even without selecting a Service Pack.
