Implement SignalR for real-time communication so users can receive live updates without refreshing the application, including connection management, event handling, reconnection, and real-time notifications.

Real-time notifications have been added. Users and workplaces will be notified whenever there is a change in the document lifecycle. Super Admins will also receive notifications whenever a new user registers.
