Description

When all Raw Materials are removed from a recipe and the recipe becomes empty, attempting to publish the recipe results in a Foreign Key (FK) error.

Steps to Reproduce

• Open an existing recipe.
• Remove/delete all Raw Materials from the recipe.
• Save the recipe so that it becomes empty.
• Try to publish the empty recipe.

Actual Result

The system displays a Foreign Key constraint (FK) error while publishing the empty recipe.

Expected Result

The system should handle an empty recipe gracefully.

• If empty recipes are not allowed to be published, show a proper validation message such as "Recipe must contain at least one Raw Material before publishing."
• The system should not expose a database/FK error to the user.
• If empty recipes are allowed, the recipe should publish successfully without any FK error.
