In Admin Panel => Configuration => Finance Configuration  

 Need to setup Processing Fee and Late fee in the finance configuration section.

 Only Admin will be able to set processing fees and stamp duty. And broker will have no control over it. While adding loan the processing fee and stamp duty will pick values from database. And broker won't be able to change this
