Create Store entity linked to an Organization with mandatory state and address fields. This is required for GST compliance and mapping.
Acceptance Criteria:
Store must belong to one organization
state_id is mandatory
Address fields are required
Store respects tenant isolation
Store status (active/inactive) supported
