Enforce consent completion before allowing users to join meetings from the mobile app.

Requirements:

• Validate consent status on “Join Meeting” click.
• Create consent if it does not exist.
• Show blocking popup for incomplete consent.
• Redirect user to Consent Form screen.

Acceptance Criteria:

• User cannot join meeting without completed consent.
• Popup is shown for missing or pending consent.
• User is redirected to sign consent.
• Completed consent allows direct meeting join.
