When a new user completes registration, the system must notify the administrator via email and in-app notification.
Acceptance Criteria
- Admin receives an email notification immediately after user registration
- Admin receives an in-app/system notification
- Notification includes basic user details
- Notification is sent only once per user registration

- Verify Admin receives an in-app/system notification immediately after a new user completes registration.
- Verify in-app notification is visible in the Admin notification panel.
- Verify notification includes basic user details (name, email, role).

- Verify no duplicate in-app notifications are generated for the same registration.
