Description:
The HR role is not able to approve or reject actions even when the HR user is assigned as the leader of the specific employee.

Steps to Reproduce:

Log in to the application with an HR role.

Ensure the HR user is set as the leader for a particular employee.

Navigate to the approval/review section for that employee.

Attempt to approve or reject.

Expected Result:
The HR role should be able to approve or reject when assigned as the leader for the employee.

Actual Result:
The HR role is unable to approve or reject despite being assigned as the leader.

If HR have a Parent of that user then they will approve or reject PDP else only can see.
