After submitting the consent form, the user is unable to download the form.
Steps to Reproduce:
Log in to the application.
Fill in and submit the consent form.
Click on the Download option for the consent form.
Expected Result:
The consent form should be downloaded successfully after submission.
Actual Result:
The consent form is not downloaded after submission.
