Description:
The Leader Comments field is disabled, and the entered text appears in a faded color, making it difficult to read.

Steps to Reproduce:

Navigate to the Technical Skills section.

Observe the Leader Comments field.

Note that the field is disabled and the text is displayed in a faded/greyed-out color.

Expected Result:
The Leader Comments should be clearly readable even when the field is not editable, with appropriate visual indication that it is view-only.

Actual Result:
The Leader Comments field is disabled and the text appears faded, reducing readability and causing confusion for users.

Still showing in faded colour, we can disable the edit mode but enable the readable mode so that user can read the comment properly.
