Billkro

Issue:
The API does not automatically start when launching the BillKaro Windows application if the API was previously stopped. It must be started manually before the application can function correctly.

Scenario:

Stop the API service intentionally.
Delete or reset the database.
Launch the BillKaro Windows application.
Observe that the API does not start automatically.

Expected Result:
The BillKaro Windows application should automatically start the required API service during application launch if it is not already running.

Actual Result:
The API remains stopped and requires manual startup before the application can connect and function properly.
